After two failed bids, he was eventually selected to lead the CDU in 2022.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp700043b6mnf4hog2j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Now, he appears to have the chancellery within his grasp after the November collapse of Germany\u2019s governing coalition \u2013 made up of the Social Democrats (SPD), Free Democratic Party (FDP) and the Greens \u2013 which paved the way for the snap election.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp700053b6m5l8m9llr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            If his party comes out on top, Merz stands to take the helm of a country mired in crises \u2013 although it may take weeks to form a governing coalition. He has pledged to reboot Germany\u2019s large economy after years of uncharacteristic stagnation, crack down on migration, and lower taxes, all while attempting to wrestle back votes from the far right.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp700063b6m2d5ps251@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Despite his party comfortably topping polls, his campaign has not been all smooth sailing. A dalliance with the hard-right Alternative for Germany (AfD) three weeks before the election drew criticism \u2013 and accusations he had breached the mainstream parties\u2019 \u201cfirewall\u201d against the AfD.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm75zi993000y3b6mp049yhdb@published\" data-component-name=\"subheader\" id=\"beer-coaster-economics\" data-article-gutter=\"true\">        Beer-coaster economics<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp700083b6m6nwmlefy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz was born in 1955 into a conservative, Catholic family in the North Rhine-Westphalia town of Brilon, in central Germany, and joined the CDU\u2019s youth wing while still in school. He entered politics full-time in 1989, when he was elected to the European Parliament at the age of 33.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp700093b6m9zrzl9q9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After serving one term as an MEP, Merz, a married father-of-three, was elected to the Bundestag \u2013 Germany\u2019s parliament \u2013 and established himself as a leader in financial policy. In 2003, he famously argued that German tax rules should be simple enough to calculate on the back of a beer coaster.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000a3b6m669806w0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A growing feud with Merkel eventually pushed him to leave politics, however.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000b3b6m9de2gk9s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz, who appealed to the CDU\u2019s more traditionalist, right-wing faction, lost out to Merkel in a party leadership contest in 2000.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm76a6t1h00063b6mjivxxszd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merkel\u2019s leadership signaled a break from the CDU\u2019s norm; she was its first female leader, with a Protestant \u2013 rather than Catholic \u2013 background and centrist leanings.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000c3b6m7b6qnw7n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The pair\u2019s rivalry became more apparent in 2002, when Merz was pushed aside as leader of the opposition in the Bundestag in favor of Merkel.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000d3b6m981n0yx0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            By late 2009, Merz had fully joined the private sector.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000e3b6mfcjx84hb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He worked as a lawyer and senior counsel at the international law firm Mayer Brown, among other positions. These ventures made him a multi-millionaire, according to German business newspaper Handelsblatt.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000g3b6mj3cbw5sf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            This background may have persuaded voters that Merz is a man who can do business; a desirable skill for anyone hoping to fix Europe\u2019s largest economy, which contracted for a second year running in 2024.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm75ziiyw00113b6m6t6asx7s@published\" data-component-name=\"subheader\" id=\"merkels-carpet-of-fog\" data-article-gutter=\"true\">        Merkel\u2019s \u2018carpet of fog\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000i3b6mmt72vb3f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Nine years after he left politics, the announcement of Merkel\u2019s resignation from Germany\u2019s top job paved the way for Merz to re-enter. After two failed bids for CDU party leadership, in 2018 and 2021, he was selected to lead in 2022, cementing his political comeback.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000j3b6mr8n9onzp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz\u2019s desire to distance himself from Merkel\u2019s legacy is clear. He has sought to bring the CDU further to the right than it was under Merkel, partly to try to stop voters turning to the far right, while advocating for a more pro-market economy.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000k3b6mva7bzwxo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In an interview with German broadcaster ZDF in 2019, he described his predecessor\u2019s \u201cidle\u201d leadership as like a \u201ccarpet of fog\u201d over the country, and has said he sees her \u201copen door\u201d refugee policy during the 2015 migrant crisis as a grave error.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm769ik5600013b6mfqck3z04@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merkel, for her part, criticized Merz in a rare political intervention in January, after he pushed through an immigration bill with help from the AfD \u2013 now the CDU\u2019s main rival. The bill was ultimately defeated by the German parliament.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000m3b6m2n6nmlhk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            His campaign for the chancellery has largely focused on bread-and-butter issues like tax cuts, deregulation and incentives to work.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000n3b6mac803z5l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz drives a hard line on immigration and sees curbing irregular migration to Germany as the most pressing task if he is elected, according to German news magazine Der Spiegel. He has called for asylum seekers arriving from other European Union member states to be rejected at Germany\u2019s land borders.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000o3b6mmqhojlht@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz has criticized liberal welfare benefits and accused Ukrainian refugees of \u201csocial tourism\u201d \u2013 a phrase he later apologized for using. Overall, he promises to slash welfare spending, telling The Economist in a rare sit-down interview in the lead-up to the election that he wants to avoid \u201cpaying people who are not willing to work.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000p3b6mye8yjw2w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz and the CDU support Germany\u2019s continued military aid to Israel amid its war in Gaza, while also advocating for a two-state solution as the long-term goal. In a televised debate with Chancellor Olaf Scholz earlier this month, Merz expressed unease over US President Donald Trump\u2019s proposal to \u201ctake over\u201d Gaza, while also suggesting it remains to be seen \u201cwhat is really meant seriously.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000q3b6mgllshuti@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On the topic of sending aid to Ukraine, Merz has advocated a more hands-on approach than the outgoing SPD-led coalition. He supports the delivery of long-range Taurus cruise missiles to Kyiv \u2013 something Scholz\u2019s government has refused for fear of drawing Germany into the conflict.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm75zhyp7000s3b6mqrkui5ne@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Merz was vague when questioned by The Economist on the issue of Germany\u2019s defense spending, although he acknowledged that it would have to increase in the long run.
