What comes next will be more difficult"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oqtd5k003m26qof37xd3dk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It was improbable from the start.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny30004356muuwqflv3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For months, even as Israeli Prime Minister Benjamin Netanyahu insisted he wanted to bring the hostages home from Gaza, he resisted signing a ceasefire agreement with Hamas. Sustained pressure from thousands-strong marches could not get him to the signing table.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny40005356mehft5y1r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But the combined pressure of the outgoing and incoming American presidents got Netanyahu to agree to a 42-day truce for the release of 33 Israeli hostages in exchange for more than 1,700 Palestinian prisoners, and an infusion of aid into Gaza. (Ultimately, 38 hostages were released over 39 days.)    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny40006356mnwlyeea3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The agreement he did ultimately sign, then-US President Joe Biden argued, was essentially the same deal that had been on the table for nearly a year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny40007356m30jdcoeq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The final, 42<sup>nd<\/sup>-day of that truce is Saturday. The ceasefire agreement stipulates that the truce can continue so long as negotiators are talking, so it may well hobble on. But as tough as negotiations for the first phase were, whatever comes next will be much more difficult.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny40008356mx2eyvokt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Phase two of a ceasefire, which is supposed to last another 42 days, would see the full withdrawal of Israeli troops from Gaza and the release of all living hostages held by Hamas \u2013\u202festimated to number 24 men  \u2013 in exchange for more Palestinian prisoners and detainees.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny40009356mhotqytrp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But talks about what comes next have only just begun, and Netanyahu has made it increasingly clear that he has no interest in that framework.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000b356mly1rn9k1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Netanyahu blew past the February 3 deadline to send a negotiating team to talk about phase two, choosing instead to visit US President Donald Trump in Washington. At the 11th hour, on Thursday, he announced that he would send a team to Cairo \u2013 but without its chief negotiator, his close political ally, Strategic Affairs Minister Ron Dermer.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000e356mhft30fjp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe are committed to the release of all hostages, and we will continue to search for different ways to do so,\u201d Foreign Minister Gideon Sa\u2019ar said Thursday while meeting with his Czech counterpart. There was no mention of the fact that that framework exists \u2013 agreed to in the Qatari capital in January.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000f356mvut7kjur@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Hamas has repeatedly committed itself to the ceasefire. Despite walking close to the edge when it sent to Israel the body of an unknown Palestinian woman instead of Shiri Bibas \u2013\u202fmistakenly, the group says \u2013 it has largely stuck to the agreement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000g356m1k9jxdab@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But it has yet to answer the big question: Will it disarm and leave Gaza?    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000h356m8zf84tes@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Hamas\u2019s leaders, scattered between Gaza and across the region, are bullish one moment and conciliatory the next \u2013 but have consistently refused to engage on the question of disarmament.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000i356m44l22sd6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Hamas \u201cwas not erased\u201d by the war, Osama\u202fHamdan, a member of the group\u2019s political bureau,\u202fsaid in Qatar last week. \u201cWhoever comes to fill Israel\u2019s place (in Gaza) will be treated like Israel.\u201d Hamas, he said, has \u201can opportunity to expand.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000j356medmovvya@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Hazam Qassem, a spokesperson for the group, said that week that he was \u201csurprised\u201d by a suggestion from an Arab League official that the \u201cresignation of Hamas represents the interest of the Palestinian people.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000k356mwplygitx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And yet on Wednesday, another political bureau official, Husam Badran, said that the group was willing to step aside from governing Gaza. \u201cOur only condition is for this to be an internal Palestinian matter \u2013\u202fwe will not allow any regional or international party to get involved,\u201d he told Al Arabiya. \u201cAs long as there is national consensus, Hamas will not be involved in the governance.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000l356mkle5adcv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Netanyahu still refuses to say what he envisions for Gaza\u2019s post-war future, except to say that he endorses Trump\u2019s plan for \u201ca different Gaza\u201d \u2013\u202fthe emigration of all 2.1 million Palestinians in the enclave, and the construction of a Gulf State-like Xanadu. And he thinks neither the West Bank-based Palestinian Authority nor Hamas should govern Gaza.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000m356me3ajypiw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Objectionable though it may be, Trump\u2019s plan capitalized on a vacuum of leadership not just from Netanyahu, but in the region. Arab leaders are scrambling to come up with their own vision for rebuilding Gaza \u2013\u202fwhile allowing the Palestinians to remain.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000n356me9ylu5gz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Extending phase one indefinitely would suit an Israeli prime minister whose extremist ministerial allies want to start bombing Gaza again and then re-establish the Jewish settlements that Israel forced out 20 years ago.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000o356m52ep8ud6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That does not mean war is imminent in Gaza.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000p356m56swy4n0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere isn\u2019t a desire to relaunch the war,\u201d the Israeli source said. \u201cHowever there is a desire to go along with the US, hand in hand with the US.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000q356mi5rez28k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere is an understanding in Israel that Trump wants a more regional settlement. So that obviously doesn\u2019t mean that the war will start again right away.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000r356m8k5cfswp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Netanyahu may seek to get more hostages home while continuing to keep the military massed on Gaza\u2019s borders on a hair trigger.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000s356mxg1oq992@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The question for the coming hours and days will be whether Hamas would agree to give up its most important negotiating asset \u2013\u202fhostages \u2013 without any commitment to end the war.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000t356mircqvzs6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cNetanyahu\u2019s plan to extend phase 1 in order to release more hostages without obligating to end the war and the withdrawal of Israeli forces from Gaza will be totally rejected by Hamas,\u201d the longtime former Israeli negotiator-turned-peace activist Gershon Baskin said on Monday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000u356modj9w3t1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Hamas\u2019 leaders inside Gaza, he opined, \u201care becoming increasingly independent from the Hamas leaders outside.\u201d Those exiled leaders, he said, are more willing than the battle-front commanders to resume the war, \u201cwith the full awareness that their leverage is the lives of the remaining hostages.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm7oquny4000v356mn061yep8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Those inside Gaza \u201cwill not hesitate taking revenge on the hostages if the fighting resumes,\u201d he said. \u201cThe war is over, even if Netanyahu fails to recognize it.
