However, it appears to suggest the Russian leader is unconcerned about upsetting US President Donald Trump, who will make up his mind \u201cin a matter of weeks\u201d if the Kremlin is serious about peace, Secretary of State Marco Rubio, said last week.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm98oj6ve000d3d5vnwgf2d2p@published\" data-component-name=\"subheader\" id=\"where-is-the-current-fighting\" data-article-gutter=\"true\">        Where is the current fighting?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98o35qq00003d5vwbdv4dtu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For several months, some of the fiercest fighting has been taking place to the south of the town of Pokrovsk \u2013 a one-time key logistics hub for Ukraine\u2019s armed forces in the Donetsk region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000i3d5vkvnkg4w7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine\u2019s army has achieved several small tactical successes since the start of the year, pushing back some of the Russian advance towards Pokrovsk, which had bought it to within just a few kilometers of the town center.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000l3d5v2wkzz595@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But with Pokrovsk itself heavily defended and the military supplies previously situated there largely relocated, Russia\u2019s main effort in the area could be to push westward, rather than north.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000m3d5v0rrhxpqs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Social media posts by Ukrainian soldiers in the last few days describe fears of possible encirclement in one location and breach of a defensive line in another.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000n3d5vmzpxr2jm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe frontline in this area has entered an active phase. The Russians will not stop,\u201d one Ukrainian with the call-sign Muchnoi wrote on Telegram.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000o3d5v5pkg32fs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The aim of the advance is a town called Novopavlivka, he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000p3d5vz8exipgs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThey will enter the Dnipropetrovsk region &#8211; this is one of the key tasks set by the Russian command.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000q3d5vn1d04o7a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Moving into Dnipropetrovsk would be a significant moment because it would be the first time Russian troops have set foot there. Indeed, it would be the first new Ukrainian region to come under part-Russian occupation since the earlyweeks of the full-scale invasion more than three years ago.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000r3d5vtdkn6ec9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Ukrainian mapping service DeepState  puts Putin\u2019s forces just six kilometers (3.7 miles) away from the region while people living along the border are already being evacuated, Dnipropetrovsk officials say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojq7e000s3d5v5pyceus6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Putin \u2013 and quite possibly American negotiators as well \u2013 any Russian control over a part of Dnipropetrovsk could be seen as a useful bargaining chip in a future negotiation.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm98okt3a000u3d5vgvkxwko7@published\" data-component-name=\"subheader\" id=\"surges-along-the-front-line\" data-article-gutter=\"true\">        Surges along the front line?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ojd9x000g3d5vzsblvfdv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Luhansk is Ukraine\u2019s easternmost region and the one where Putin\u2019s forces have most control \u2013 just a few pockets remain in Ukrainian hands. The ground advances are also seeing Russia make inroads into Ukraine\u2019s neighbouring Sumy region, creating small grey zones where neither side is in complete control.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98ol5ld00133d5vtj03ao13@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Further complicating the picture along the northern border is Ukraine\u2019s incursion into a slither of Russia\u2019s Belgorod region, confirmed by Kyiv for the first time on Monday.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm98olgf500153d5vk9mxi5su@published\" data-component-name=\"subheader\" id=\"how-are-the-russians-fighting\" data-article-gutter=\"true\">        How are the Russians fighting?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98okwmb000x3d5vqjwabsyy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukrainian soldiers report a variety of Russian tactics in recent weeks.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8c001a3d5va7g9s1tc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the south of Donetsk region, a Ukrainian officer with the call sign Alex described Russian troops moving forward in columns consisting of both armored and soft-skin vehicles\u2013 about four to five infantry fighting vehicles and tanks, while \u201cthe rest are trucks, cars and golf carts.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8d001b3d5vtrsqnww3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He did not hide his scepticism at the prospects for major Russian advances if current maneuvers reveal a real shortage of armor.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8d001c3d5vqdg6ftfg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cYes, they have a lot of manpower, several times more than we do, but whatever one says, in a war in the 21st century, it is impossible to build on any successes and launch a rapid offensive without mechanized means of delivering and supporting infantry,\u201d Alex wrote on Telegram.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8d001d3d5vkfh1z2dd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Also writing on Telegram, Ukrainian commander Stanislav Buniatov said Russian forces there were suffering heavy losses but continued undeterred. \u201cOne unit in this area loses ten to 50 Russians per day,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8d001f3d5vks1zl46c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe Russians are operating in small tactical groups of five to seven men, maximum 10 people. As soon as it\u2019s foggy or rainy, they start advancing using bad weather as cover from our drones.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8d001g3d5v5fpejqd5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As spring progresses and the weather turns drier, tactics will change, the drone commander says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omb8d001h3d5v5hpbih6h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThey can\u2019t use heavy vehicles at the moment. It\u2019s too wet, they will get stuck. As soon as the land dries up, they will make a move; it\u2019s not in doubt, they will charge for sure.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm98omkpm001j3d5v5txjxn59@published\" data-component-name=\"subheader\" id=\"reality-checks\" data-article-gutter=\"true\">        Reality checks<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98oln0w00183d5vyxn3bz0b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Despite the downbeat assessments, it is important to keep some perspective. The amount of territory Russia is capturing remains small. For instance, its forces southwest of Pokrovsk, bearing down on Dnipropetrovsk region, are only about 45 kilometers (28 miles) further advanced than they were one year ago.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001o3d5vmqyoy297@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In fact, Britain\u2019s Ministry of Defence, in common with other analysts, assesses Russia\u2019s rate of advance to have been in steady decline for six months, from about 730 square kilometers captured in November last year to just 143 last month.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001p3d5vkbxn3t33@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Part of this may well be down to the challenges of warfighting in winter, though the US military\u2019s senior commander in Europe, Gen. Christopher Cavoli, in an upbeat testimony to Congress last week, said Kyiv\u2019s forces had \u201cassumed very strong defensive positions,\u201d and were \u201cwell dug in.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001q3d5v6ojo0z0c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt is very hard to envision Ukraine collapsing and losing that conflict,\u201d Cavoli concluded.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001r3d5vnaxldhpi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even so, land warfare analyst Nick Reynolds, of the Royal United Services Institute in London, cautions against thinking that because Russia has not taken much territory, it is not achieving anything.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001s3d5vs3fqn2jc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia\u2019s territorial claims, he says, will not be achieved through military advance, tree line by tree line, village by village.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001t3d5vhomgcmox@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe aim is attrition, and the goal is not immediate. The goal is to kill people, to destroy equipment, to suck in resources, to bankrupt the Ukrainian state and to break its will to fight.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omxfq001u3d5vfsrlwcv1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even weak Russian offensives, he says, need some defense by Ukraine, which in turn allows for better mapping of Ukrainian defensive positions, providing targets for artillery or glide bomb attacks.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm98on3wi001w3d5veorxvcsz@published\" data-component-name=\"subheader\" id=\"prognosis\" data-article-gutter=\"true\">        Prognosis<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98omnm4001m3d5vjvzkpti1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even in a best-case scenario, Europe\u2019s stepped-up efforts to re-arm Ukraine, amid doubts over US military support, will likely take a few years to come to fruition. While Ukraine\u2019s own defense industry has made great strides, it remains more economically dependent on its allies than Russia\u2019s, analysts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98onhf200213d5veyoeoh6b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Under pressure from Washington, Ukrainian President Volodymyr Zelensky remains publicly committed to an end to the war, as long as any peace agreement is just and secure and does not allow Russia to resume fighting later.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98onhf200223d5vb9b4drt8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For its part, the Kremlin says it wants peace too, but only if the \u201croot causes\u201d of the conflict are addressed, which in essence means Ukraine must fall back unequivocally into Moscow\u2019s sphere of influence.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98onhf200233d5vwqkz5vzi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Putin\u2019s announcement last week of the largest conscription round in more than 10 years, and his stated ambition to build an army with 1.5 million active servicemen, along with an aerial onslaught that shows no signs of slowing, point more to a campaign of attrition than any intention to stop.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98onhf200243d5vku0cxh81@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For fighters on the front lines, even high-ranking officers, peace talks mean little.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm98x6o9o00003b6pnp8a005a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            <em>Victoria Butenko contributed reporting.<\/em>    <\/p>\n<\/p>\n<div>This post appeared first on cnn.com<\/div>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>It is not yet clear if this is the start of a major spring offensive by Vladimir Putin\u2019s forces, of which Ukraine has been warning for some time.
