But these days, the fish are harder to find. The trips are longer. And the money, he says, just isn\u2019t there anymore.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00063b6okz9x53lq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAs a fisherman, in a month you can make $300,\u201d he says. \u201cBut with the drug, the white one\u2026 that\u2019s the money, brother!\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00073b6opj7hkexn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            One trip, running cocaine by sea to Mexico, pays $60,000, he says. Half up front. Half when you make it back alive. \u201cI think that if I get one more trip, I would go, to try my luck,\u201d he says, adding he wants to buy his mother a house. \u201cAnd then I\u2019ll stop.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00083b6okow51xie@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            He agrees to take us out \u2014 not on a drug run, but to show us how it\u2019s done. The routes, the tactics, the escape paths. He asks that we not use his name or show his face.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00093b6o5gqcj4zf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            If this was his one last trip, he says he would have dozens of black sacks of cocaine \u2014 worth an estimated $500,000 in Ecuador but as much as $5 million on US streets, he says \u2014 hidden beneath the false floors of \u201cpregnant\u201d speedboats he and three others power across the Pacific. \u201cWe leave from here to get to one point over there in Mexico, where there\u2019s a boat waiting for us. We don\u2019t enter a port,\u201d he explains.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000a3b6oq7w72376@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Once the drop is made, they head back to Ecuador, this time with a cargo of fish as a cover story. \u201cIf I come back with nothing,\u201d he says, \u201cthe people will quickly realize one is involved in something that\u2019s not good.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000b3b6oq39gmjio@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The fisherman says he isn\u2019t proud of what he does. And he knows the risks: rough waters, failing engines, criminal rivalries, and coast guard patrols. \u201cIf we are stopped, we lose everything\u2026 we don\u2019t know if they stop us to rob us or kill us.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000c3b6oq8xgrkhf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Still, he goes, moving with a youthful energy in his voice and a face weathered by decades at sea. They carry just enough to last: food, water, energy bars \u2014 \u201csix sacks of supplies,\u201d he says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000d3b6o3thq3841@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Now in his late 50s, he says fear doesn\u2019t stop him. \u201cFear, only towards God,\u201d he says. \u201cI know it\u2019s a crime. I know it goes against God\u2026 but I have to support my mother.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000e3b6oinevdfkc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She runs a small evangelical church and pleads with him not to go. \u201c\u2018Don\u2019t be involved in that,\u2019 she tells me. But I tell her, \u2018Mom, you can\u2019t clean anymore\u2026 I\u2019m the one who needs to care for you,\u2019\u201d he says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000f3b6oej43vysg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            When we meet him, the sun is dipping behind the Pacific. The dock is alive with fishing boats weaving between larger vessels anchored offshore. The fisherman smiles and waves, confidently.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000h3b6ox80nrmeb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The officers wave back.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm9q86rqp001p3b6oq3kiabfr@published\" data-component-name=\"subheader\" id=\"patrolling-a-paradise-under-siege\" data-article-gutter=\"true\">        Patrolling a paradise under siege<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000j3b6ohhwwwrmk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Several hundred miles from the Ecuadorian mainland, the waters off the Gal\u00e1pagos Islands glisten with postcard beauty. But this stretch of the Pacific has become a critical corridor in the cocaine trade \u2014 and a battleground in Ecuador\u2019s fight against it.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000l3b6oi5athl8w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe area where drugs are smuggled is about 200 miles off the shore\u2026 right by the limits of the Gal\u00e1pagos exclusive economic zone with the high seas,\u201d he says.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000m3b6onaqiejws@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s only March, and already his crew has seized six tons of cocaine. \u201cLast year, we caught 15 tons,\u201d he adds \u2014 noting this year\u2019s pace, if sustained, could nearly double last year\u2019s haul.    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/interactive-video\/instances\/cm9q9nfsw000g3b6ov6sgtu3b@published\" class=\"interactive-video\" data-component-name=\"interactive-video\" data-editable=\"settings\">\n<div class=\"interactive-video__container \">            <video class=\"interactive-video__player\" loop=\"\" muted=\"\" autoplay=\"\" playsinline=\"\"><\/video>        <\/div>\n<div class=\"interactive-video__metadata\">\n<div class=\"interactive-video__caption\">                    <span data-editable=\"metaCaption\" class=\"inline-placeholder\">Officers radio a chase vessel off the Gal\u00e1pagos Islands.<\/span><figcaption class=\"interactive-video__credit\">CNN<\/figcaption><\/div>\n<\/p>\n<\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000n3b6oj6ywfo9f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The captain says their first responsibility is saving lives at sea \u2014 shipwrecks, distress calls, rescue operations. But close behind is the fight against organized crime.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000o3b6o9wv93tqo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhat\u2019s happening is the boats (the drug runners) are using are not massive, so they need to refuel. Some of these refueling stations are in Gal\u00e1pagos, and they then continue onto Central America,\u201d he explains. \u201cThat\u2019s why our navy is looking for the fuel\u2026 because it\u2019s one of the ways the narco-traffickers move drugs.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000p3b6oksxauy59@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            What officials call the \u201cgas stations at sea\u201d look like fishing boats \u2014 nets tossed off the sides, poles out for show \u2014 but they\u2019re part of a vast narco-logistics network. If they\u2019re not intercepted, the vessels link up mid-ocean \u2014 often under cover of night \u2014 and continue their journey, undetected.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000r3b6oz9tnntie@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s a supply chain built for stealth \u2014 and for speed. And it\u2019s helping fuel a wave of cartel-driven violence that\u2019s turned Ecuador\u2019s coastal cities into some of the deadliest in Latin America.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm9q86bmt001m3b6ofuscz39r@published\" data-component-name=\"subheader\" id=\"our-fishermen-are-mules-not-traffickers\" data-article-gutter=\"true\">        \u2018Our fishermen are mules not traffickers\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000t3b6o91bd3svb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Many of those who take these trips never return.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000u3b6oqhoy2j3o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a modest home near the port, more than two dozen women crowd into Solanda Bermello\u2019s living room \u2014 mothers, wives, and sisters of men who were arrested abroad or simply never came home. Some hold photographs. Others clutch letters, hoping someone might deliver them to husbands or sons locked up overseas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000v3b6oh0bmna5w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Bermello founded the Association of Mothers and Wives of Fishermen Detained in Other Countries nine years ago \u2014 after her own son was caught running drugs and imprisoned. Today, she says the group includes 380 members and they\u2019ve documented more than 2,000 cases in Mexico, Colombia, El Salvador, Honduras, Nicaragua, and the United States since January 2024.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000w3b6o01ba9rjk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe\u2019ve sent letters to all those countries,\u201d she says, pleading for repatriation of their loved ones.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000x3b6oe7qordvp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Many don\u2019t know where their relatives are being held or even if they\u2019re still alive.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000y3b6ofblucfh5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOur fishermen are not drug traffickers,\u201d Bermello says. \u201cThey are drug trafficking mules. Unfortunately, they are offered an amount of money that is so large for them\u2026 but at times they do not collect any of that money because they end up in prison and leave their families adrift and their children fatherless.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf000z3b6ovhy7wcqo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She says economic desperation, not ambition, is what drives them. \u201cThey are not drug traffickers,\u201d she repeats. \u201cUnfortunately, they do it because of the economic situation in the country \u2014 we don\u2019t have money, we don\u2019t have work, we don\u2019t have a way to subsist.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00103b6ol2a25fkg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Even those trying to fish legally, she says, aren\u2019t safe. \u201cOur fishermen are robbed by pirates. Not even making an honest living is possible.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00113b6oxl919h8z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            She supports the idea of a US security presence returning to a nearby military base, vacated in 2009 after Ecuador banned foreign troops on its soil. \u201cThe US used to help us,\u201d she says. \u201cWe need that again.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm9q85rx2001j3b6o2000tab5@published\" data-component-name=\"subheader\" id=\"newly-re-elected-president-seeks-help\" data-article-gutter=\"true\">        Newly re-elected president seeks help<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00133b6o91fmd6e7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The streets of Ecuador\u2019s coastal cities are soaked in blood. In just the first few months of 2025, more than 2,500 homicides have been recorded according to national police statistics \u2014 on pace to make this the deadliest year in the country\u2019s history. InSight Crime, an organization that tracks and investigates crime in the Americas, now ranks Ecuador as having the highest homicide rate in Latin America.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00143b6owb8d6lap@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The surge in violence is fueled by a complex web of transnational crime: drug trafficking routes, turf wars, and brutal alliances between local gangs and foreign cartels. Ecuador\u2019s location between Peru and Colombia, top producers of cocaine, and its efficient transport and export network has made it attractive to traffickers.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00153b6o50ua21u8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It\u2019s a crisis unfolding beyond its borders but with real consequences for the US \u2014 from the cocaine flooding into American cities to the migration pressures reshaping its southern border.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00173b6o3b6yl091@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThere are plans,\u201d he said. \u201cWe had conversations, we had a plan, we had options\u2026 and now we just need another meeting, post-election, to consolidate it.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf00183b6ootej6qvt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Noboa insists this won\u2019t mean American boots patrolling Ecuadorian streets. \u201cThe control of the operations will be in the hands of our military and our police,\u201d he said. US forces, he explained, would play a support role \u2014 focused on monitoring illegal operations and reinforcing Ecuador\u2019s ability to stop them before they reach open waters.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm9q84atf001a3b6oknmvydvc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Noboa, who was born and educated in the United States, has pushed to revive Ecuador\u2019s cooperation with Washington across multiple fronts, including security, trade, and migration.
