Here\u2019s what we know about Iran\u2019s Fordow nuclear site"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzf4sco006o26o0dfhwda3w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Five tunnels burrowing into a group of mountains, a large support structure and a wide security perimeter: That\u2019s all you can see of Iran\u2019s mysterious Fordow Fuel Enrichment Plant from recent satellite imagery.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlbje000z3j6nzyd2ptwf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The secretive, heavily guarded complex built close to the holy city of Qom has been fueling speculation about its true nature and size since it was first made public in 2009.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzwimkl000g3b6me6g9x2m4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A chunk of what we do know about it comes from a trove of Iranian documents stolen years ago by Israeli intelligence.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbztinsl00053b6mcfpas982@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Its main halls are an estimated 80 to 90 meters (around 262 to 295 feet) beneath the ground \u2013 safe from any aerial bomb known to be possessed by Israel, making destroying the facility from the air a near-impossible task.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzuqckm000c3b6mgvu2vkhj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As Iran\u2019s leadership reels from a series of devastating Israeli strikes, some analysts say that it is at Fordow that Iran may rush to convert enriched uranium stockpiles into a nuclear bomb.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlbje00103j6nd4mzxg8c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Israel has targeted the facility in recent days but, according to the International Atomic Energy Agency (IAEA), so far it has either been unwilling \u2013 or unable \u2013 to damage it.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlbje00113j6ndx4f9qef@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Tehran has long maintained the objectives of its nuclear program are peaceful, but Fordow has been at the heart of concern over Iran\u2019s ambitions.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlbje00123j6nxbn14t81@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe size and configuration of this facility is inconsistent with a peaceful program,\u201d then US President Barack Obama said in 2009 as he, along with then French President Nicolas Sarkozy and British Prime Minister Gordon Brown revealed the existence of Fordow to the world.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlbje00143j6nfxns2pqo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Just days before the announcement, the Iranians, apparently knowing Western agencies had learned about the facility, told the IAEA of their desire to build a new fuel enrichment facility. By that point construction at Fordow had been underway for years.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlbje00153j6n7bhq99it@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Tehran pushed back against the accusations, but condemnation even from ally Russia and concerns from China left it with little room to maneuver.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader vossi-subheader vossi-subheader--size-h2\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmbzjlj1500193j6nu3sbbamb@published\" data-component-name=\"subheader\" id=\"construction-started-in-the-early-2000s\" data-article-gutter=\"true\">        Construction started in the early 2000s<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzf4vks00003j6nubrm0gp4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US and its allies have not provided much detail on when the construction of Fordow started, but publicly available historical satellite imagery shows work at the site as far back as 2004, with photographs revealing two white square structures where the tunnel entrances are located today. The IAEA says it has additional imagery showing construction as far back as 2002.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjm4o9001f3j6n6y38s0s5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cFordow is actually a project that started during what we call the crash nuclear weapons program of the early 2000s,\u201d said David Albright, head of the Washington, DC-based Institute for Science and International Security (ISIS), a nonpartisan institution dedicated to stopping the spread of nuclear weapons. \u201cThe idea was they (the Iranians) would make weapon-grade uranium in that plant, and they would obtain low-enriched uranium from the civil nuclear program in Iran.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjm4o9001g3j6naxnmn347@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2009, a large outside support structure was already fully built and excavation was ongoing for what experts believe to be a ventilation shaft, crucial to allow air circulation into the facility. That shaft was later concealed and camouflaged, more recent imagery also shows.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjm4o9001i3j6nsajjcqrm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Tehran explained to the IAEA in a letter dated October 2009 that the decision to build the facility underground was a result of \u201cthreats of military attacks against Iran,\u201d adding that Fordow would serve as a contingency for the nearby Natanz plant, which, it claimed, \u201cwas among the targets threatened with military attacks.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjm4o9001j3j6n9x2op8ck@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Iran told the IAEA the facility could house up to 3,000 centrifuges.    <\/p>\n<h2 class=\"subheader inline-placeholder subheader vossi-subheader vossi-subheader--size-h2\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmbzjnnih001s3j6nlb3ximzl@published\" data-component-name=\"subheader\" id=\"nuclear-deal-and-israeli-accusations\" data-article-gutter=\"true\">        Nuclear deal and Israeli accusations<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjlti9001c3j6ninwhsisy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The dangers posed by Fordow were largely tamed as a result of the Joint Comprehensive Plan of Action (JCPOA) the so-called \u201cIran nuclear deal,\u201d that required Iran to remove two-thirds of the centrifuges inside the facility, along with all nuclear material, after the facility was banned from any such work.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjof7d001x3j6nniihcg3b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That process was slowly reversed when US President Donald Trump pulled out of the deal in 2018.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjof7d001y3j6nlwx4s5u2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Further details about the facility were made public by Israeli Prime Minister Benjamin Netanyahu in 2018, after his country\u2019s intelligence services seized more than 55,000 documents from what Israel said was Iran\u2019s \u201catomic archive.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjof7d001z3j6n7jcbm00n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Among the documents were detailed blueprints of Fordow and information on its objectives: To produce weapons-grade uranium, as part of Iran\u2019s nuclear weapons program, for at least one or two nuclear weapons per year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjof7d00203j6nax0d4o8w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe never saw any, any inconsistency,\u201d Albright, who has combed through the documents, said of Iran\u2019s push to develop nuclear weapons. \u201cIt\u2019s hundreds of thousands of pages. I mean you just can\u2019t make that amount of stuff up. I don\u2019t think anyone challenges it, and that\u2019s probably why there is an (IAEA) Board of Governors resolution against Iran.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjof7d00213j6njvzz93sb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At the time, then Iranian Deputy Foreign Minister Abbas Araghchi called the revelations and Netanyahu\u2019s comments \u201cchildish\u201d and \u201claughable.\u201d Then US Secretary of State Mike Pompeo said the US had known about the material \u201cfor a while\u201d and believed the documents were authentic.    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/graphic\/instances\/cmc0cjqqh000r3b6mja6s69ut@published\" data-component-name=\"graphic\" class=\"graphic\">\n<div id=\"cms.cnn.com\/_components\/graphic\/instances\/cmc0cjqqh000r3b6mja6s69ut@published\" class=\"graphic__anchor\" data-url=\"https:\/\/ix.cnn.io\/dailygraphics\/graphics\/20250617-iran-fordow-anno\/index.html\" data-type=\"dailygraphics\" data-slug=\"20250617-iran-fordow-anno\" data-pym-src=\"https:\/\/ix.cnn.io\/dailygraphics\/graphics\/20250617-iran-fordow-anno\/index.html\"><\/div>\n<\/p>\n<\/div>\n<h2 class=\"subheader inline-placeholder subheader vossi-subheader vossi-subheader--size-h2\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmbzjq93600233j6nxnyvtn4a@published\" data-component-name=\"subheader\" id=\"protected-from-even-the-largest-bombs\" data-article-gutter=\"true\">        Protected from even the largest bombs<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjo49a001v3j6nsxngy6bs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Recent IAEA reports suggested Iran had ramped up production of enriched uranium to a level of 60% at the Fordow facility, which, according to experts and the IAEA, now contains 2,700 centrifuges.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjqnms00283j6n622n5yl6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe significantly increased production and accumulation of highly enriched uranium by Iran, the only non-nuclear-weapon state to produce such nuclear material, is of serious concern,\u201d the IAEA said in a report on May 31.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjqg2b00263j6nn2k0ovf7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cOne of the things that elevated the tension, was they have no reason to do that, other than to be able to then go the next step and turn it into weapon-grade uranium,\u201d Albright said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjrna2002d3j6n7o2r8hp1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt was interpreted as they\u2019re preparing themselves to be able to do it if they decide to. And if you\u2019re 60%, you can turn it into weapon-grade uranium very quickly,\u201d he added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjrna2002e3j6nxaootggj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            According to the ISIS think tank, \u201cIran can convert its current stock of 60 percent enriched uranium into 233 kg of weapon-grade uranium in three weeks at the Fordow Fuel Enrichment Plant,\u201d enough for nine nuclear weapons.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzy7u1q00003b6mvtfu071a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That is why Fordow is a major focus of Israel\u2019s attempts to degrade and destroy Iran\u2019s nuclear program. But is it even feasible?    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzyn8un00083b6mlwoap8i2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The US is the only country that possesses the kind of bomb required to strike Iran\u2019s Fordow nuclear site, Israel\u2019s ambassador to the US, Yechiel Leiter, said in an interview with Merit TV on Monday.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzyq5vt000e3b6ma7fk2j6d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cFor Fordow to be taken out by a bomb from the sky, the only country in the world that has that bomb is the United States. And that\u2019s a decision the United States has to take, whether or not it chooses to actually pursue that course,\u201d Leiter said. But, he added, that wasn\u2019t the only option: \u201cThere are other ways of dealing with Fordow.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzwpf0s000j3b6mdzt6cvqq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Destroying Fordow from the air would be almost impossible for Israel, according to a March report from the UK-based Royal United Services Institute (RUSI) think tank and would require significant firepower and assistance from the United States.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzwqh8h000m3b6mwbicawye@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It would not even be reachable by the US\u2019 GBU-57 massive ordnance penetrator bombs, which only reach about 60 meters deep, according to the RUSI report. And the GBU-57 can only be delivered by US Air Force B-2 stealth bombers, something Israel doesn\u2019t have \u2013 even if the US would give it the bombs.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzxeiiz00163b6myijodpam@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cEven the GBU-57\/B would likely require multiple impacts at the same aiming point to have a good chance of penetrating the facility,\u201d said the report.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzyq4nn000b3b6mcsf61enf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Other analysts agree, saying, if the US were to try to hit Fordow, it probably couldn\u2019t be done with one bomb.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjrna2002f3j6nckmonesh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Albright says there could be other ways to disable Fordow.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjrna2002g3j6nuzwd20w6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIsrael could probably destroy the tunnel entrances pretty far back, and certainly destroy the ventilation system,\u201d he said. \u201cIf you destroyed (the tunnels) and the electric electrical supply, it would be months before they could really operate.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjrna2002h3j6n1hjbhehf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Despite its crucial role in Iran\u2019s nuclear program, Albright believes Fordow is just another piece of the puzzle.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbzjrna2002i3j6n5vuyjtp6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIf you destroy it, it\u2019s not the end of the line, because you then go to the next threat, which is, how many centrifuges has Iran made that they didn\u2019t deploy at Fordow and Natanz?
